Rationale:
Thought I wanted more pick capital until Walt threw an idea my way.  The Mad Max era is over and wanted to salvage as much value as possible and this does that.  Picking up Hicks and adjusting the contract to be a RP style contact in the event the Hicks SP experiment fails.
